Javelin Contract but a trifle confusing, speaking of turmoil in the ME

It look like an old contract from 2010-2012 finally being shipped to Oman, Jordan and Indonesia, helping the friendlies with the Sunni-Shiite imbroglio, what's odd is the Contracting Agency is Redstone Arsenal for the US Navy in support of the named countries but 260 rounds is nowhere close to the Contract total. About 20 Million, at @ $75k  for the Munitions and the other $47 Million? The retro-fit, I believe, is for the Guidance System. The modification could not possibly be that expensive, maybe some protection money for Yemeni Warlords in there. Jordan has a sliver of coast on the Gulf of Aqaba, Oman, next door to Yemen, yes, they need strengthening. eMagin supplies the display for the Thermal Sight. ARMY

           Javelin Joint Venture, Tucson, Ariz., was awarded a $67,664,020 firm-fixed-price, non-option-eligible, non-multi-year contract modification (P0001) of contract (W31P4Q-13-C-0129) for procurement of 260 Block 1 rounds and command launch unit (CLU) retrofit pricing for the U.S. Navy in support to foreign military sales to the countries of Jordan, Indonesia and Oman. Performance location will be Tucson, Ariz., with funding from fiscal 2010 through 2012 other authorizations funds. This contract was competitive contract via the web with one bid received. The U.S. Army Contracting Command - Redstone Arsenal (Missile), Redstone Arsenal, Ala., is the contracting activity.
